ABOUT THE TEAM

The Capital Delivery, Asset Management and Roadside Tolling Section is a newly formed section that brings together long-standing MTC initiatives focused on the operation and preservation of the region’s transportation system in support of a connected, equitable and sustainable Bay Area. The team is responsible for the full lifecycle of customer-oriented, multi-modal projects and programs with a focus on express lane, managed lane and toll bridge corridors. Work includes strategic planning, feasibility studies, development, delivery, construction, operations and maintenance, and asset management. The team’s operational and construction responsibilities require some staff to track and respond to events on very short notice and outside regular working hours. In addition, the team supports regional partners with risk management and governance for mega-project delivery. The section’s work is done in close partnership with Caltrans, the California Highway Patrol, county transportation agencies, transit operators and local jurisdictions.

ABOUT THE ROLE

Under the general supervision of the Deputy Executive Director, Mobility, the Section Director, Capital Delivery, Asset Management and Roadside Tolling, will function as a member of MTC’s senior management team to anticipate, identify, initiate, implement, and carry to completion the responsibilities for the respective section. More importantly, Section Directors work collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives.

Section Director responsibilities include leading and mentoring staff by providing performance oversight and clarifying performance expectations. The Section Director, Capital Delivery, Asset Management and Roadside Tolling works collaboratively in a team environment with other MTC directors and staff including engaging in MTC’s long- and short-term goals and objectives, providing periodic presentations to the Commission and a host of committees and member agencies, local and regional governments, community stakeholders, private partners, and an extensive list of federal and state agencies and regulators.

In addition to overseeing approximately 40 staff, cross-functional teams and multiple outside consultants, contractors, and regional partners (as needed), the Section Director, Capital Delivery, Asset Management and Roadside Tolling will oversee a diverse and changing set of assignments from conceptualization of approaches to preparation of specific products, to public review, and action by the Commission. These assignments have revolved around the following key areas:

  • Bay Area Toll Authority (BATA) Toll Bridge Rehabilitation Program and Asset Management: BATA is responsible for funding operations and preservation of the seven state-owned toll bridges. The team works in close collaboration with Caltrans to develop asset management plans, the 10-year Capital Improvement Plan and annual Toll Bridge Rehabilitation Program budget.
  • BATA Roadside Toll Collection System Operations and Upgrade to Open Road Tolling: Ongoing responsibilities include managing the existing BATA Toll System Integrator interface with the FasTrak Customer Service Center, and providing core IT services for toll data transmitted from the roadside to the toll system host.
  • Toll Facilities Maintenance: The team manages a contractor responsible for routine inspections and as-needed repairs for BATA and Bay Area Infrastructure Financing Authority (BAIFA) toll facility civil and fiber communications elements.
  • Bay Area Forward Program: The team conducts feasibility studies and implements projects that combine carpool and transit priority, active transportation, operational policies and roadway operation technologies improvements.
  • MTC Express Lane Program and Regional Express Lane Coordination: The team is responsible for the planning, policy, delivery and ongoing operation of MTC’s express lanes network.
  • Resilient State Route 37: The team works collaboratively with the State Route 37 corridor partners to fund and deliver improvements to make State Route 37 more resilient against traffic congestion, flooding and sea-level rise.
  • Risk and Change Management for Mega-Projects: Staff participate in integrated multi-partner project teams and support executive partnerships to assist with risk management and successful delivery of critical mega-projects.

KNOWLEDGE, SKILLS, & ABILITIES

The ideal candidate will have the following knowledge, skills, and abilities:

Preferred Knowledge of/Familiarity with:

  • Planning, delivery and/or operations and maintenance for tolled facilities and/or managed lanes.
  • Capital delivery processes from feasibility studies through construction, including the Caltrans process.
  • Asset management.
  • Regional and multimodal transportation planning, policy, and funding.
  • Intelligent transportation system technology procurements and implementation and operations.

Skills and Abilities:

  • Demonstrated leadership ability with strong analytical, problem-solving, organizational, and interpersonal skills.
  • Exemplary project/program management skills including ability to lead multiple projects concurrently and effectively.
  • Analytical and critical thinking, and creative problem-solving skills.
  • Ability to facilitate and make decisions that produce high-quality results.
  • Ability to communicate clearly and concisely, both verbally and in writing.
  • Ability to apply equity principles in transportation planning and operations.
  • Ability to execute complicated procurements and vendor selection processes.
  • Ability to ensure program oversight, including complex budgeting and expense monitoring.

MINIMUM QUALIFICATIONS

Education: Completion of a Master's degree from an accredited college or university. Alternatively, a Bachelor's degree with an equivalent combination of education and experience is acceptable.

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Experience should include a minimum of four years senior management experience in agency administration, operations, management or similar position.

PREFERRED QUALIFICATIONS

Experience: Minimum of six (6) years of increasingly responsible experience effectively leading and managing a division or department doing related work. Preference will be given to those applicants with more years of professional experience in one or more of the following: Electronic/automated payment or mobile payment systems; public transit system policies, planning and operations; software testing, deployment and performance monitoring; financial accounting systems and financial statements.
