Position Information
Join TxDOT's Alternative Delivery Division as an Alternative Delivery Pre-Procurement / Procurement Project Manager helping to plan the alternative delivery (design-build) program and procure future projects.
This position is based out of TxDOT's Stassney Campus in Austin and performs advanced and complex transportation planning and project readiness work in one or more functional areas to include the program oversight and project procurements for the Alternative Delivery Division's design-build program as part of the Procurement Section.
You will join a highly motivated, talented, engaged, and dedicated team to help ensure oversight and compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with District and Division personnel, governmental officials, and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Position Description
Performs highly advanced and complex project management work and provides guidance and direction in project development. Manages alternative delivery projects in multiple functional areas. Oversees and administers the pre-procurement and procurement aspects of alternative delivery projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Reports to the Procurement Section Director. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Education : Bachelor's Degree in Engineering, Construction Science, or a related discipline. Relevant work experience may be substituted for degree on a year per year basis . Substitutions for Minimum Qualifications
Experience : 6 years experience in transportation planning or design; project or contract management or related activities. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
Licenses and Certifications : Valid driver's license. This position requires driving a state vehicle.

Position Description

Essential Duties:
- Assesses and reports actual project progress versus planned progress to determine trends and variances for highly complex and advanced projects.
- Coordinates and communicates with FHWA, districts, divisions and administration on project issues and recommends resolutions.
- Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
- Develops, recommends and/or interprets policies and procedures regarding projects or program activities.
- Manages professional service contracts to include developing work authorizations and supplemental agreements, processing payments and managing budget.
- Oversees and develops plans for highly complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
- Prepares and makes presentations.
- Prepares sensitive and high-level correspondence and technical reports.
- Provides project updates and decision items to the Section Director, Division Director or Executive Management.
- Recommends policy, practices and procedures for Critical Path Method scheduling, project changes, resourcing, budgeting, and baseline management.
- Serves as project/team leader for advanced and highly complex projects related to enterprise CPM scheduling and resource management.
- Performs other job responsibilities as assigned.

- Using computers, applicable programs, applications, and systems
