Job Summary:


The Vice-President, Delivery System Strategy, is accountable for the planning and execution of the Southern California (and Hawaii) markets clinical delivery system and administrative facilities aligned with regional and national business and clinical strategies. The vice-president is responsible for developing regional and service area delivery system plans that support an outstanding member experience and an environment that facilitates the delivery of industry leading clinical care while ensuring the efficient use of the organization-s resources. To achieve this objective, the Vice-President also leads the development and governance processes for the region-s 10-year Capital Plan and is responsible for the development of business cases to ensure investments align with the organization-s strategic and financial goals. Reporting directly to the SVP and/or EVP, the vice-president plays a key leadership role in developing and implementing national approaches designed to support continuous improvement in the quality and consistency of planning.

Given the significant market accountabilities of the role, the position is matrixed to the SCAL/HI Senior Vice President of Strategic Development and Technology. The position requires a high degree of national and regional collaboration with several functions including SCAL/HI Regional Health Plan/Hospital Operations, National Facilities Services (NFS) Southern California/Hawaii Permanente Medical Group (SCPMG/HPMG), Real Estate, Market Strategy, Finance, Care Experience, and Hospital and Clinical Operations.

Essential Responsibilities:


  • Manages and optimizes a $11B, 10-year capital portfolio inclusive of projects/initiatives from idea stage through operational hand-off.
  • Facilitates and supports market and national delivery systems designs that enable the transformation of care and coverage for KP in alignment with strategic objectives.
  • Develops and maintains market service delivery, maintenance (in coordination with FD&C) and administrative facilities strategies that support clinical quality, member service and financial goals of the organization.
  • In collaboration with market and service area leadership, identifies, scopes and plans specific projects to realize service delivery and administrative plans.
  • Recruits, develops and manages service area planning staff to develop inpatient and outpatient service delivery plans, administrative space plans, capital plans, business cases and related business plans in close collaboration with operational, finance and SCPMG leaders.
  • Designs and facilitates the region-s capital plan governance process, including the project review processes for all types and levels of capital.
  • In coordination with Finance and FD&C, leads the market-s annual capital planning process to ensure project prioritization and a resulting plan that is consistent with the market-s strategic and financial goals.
  • Monitors cash flows to planned market capital expenditures and recommends adjustments to achieve financial targets.
  • Plays a key leadership role in the National Delivery System Strategy (NDSS) department. Leads national initiatives and supports the development of national standards and tools for delivery system planning and capital planning.
  • Develops, coordinates and communicates the development of market and sub-market service strategies (Centers of Excellence).
  • Supports and collaborates with market business development in the creation and execution of business strategies, including new business models.
  • Creates a team environment that encourages collaboration, ongoing feedback, and participation from all levels of staff.

Basic Qualifications:

Experience


  • Minimum ten (10) years of progressive management and leadership experience in leading strategic planning, capital budgeting/modeling and large-scale hospital and outpatient capital project facilities planning.

  • Bachelor-s degree required.

Additional Requirements:


  • Demonstrated expertise in the areas of long range planning and forecasting and capital planning.

Preferred Qualifications:


  • Delivery system operational knowledge including in-patient/outpatient operational support or management experience.
  • Strong understanding of the California and national healthcare industry, both from a provider and payor perspective.
  • Experience designing, developing and leading a high-functioning organization of diverse individuals and functions.
  • Demonstrated leadership expertise, particularly as a collaborator and strong partner in shared leadership roles.
  • Excellent interpersonal and leadership skills.
  • Ability to collaborate and drive results in a highly matrix-oriented and political environment.
  • Ability to recruit, develop and retain talented consulting staff.
  • Politically astute while being highly effective and results-oriented.
  • Master-s degree or equivalent experience in Business, Finance, Economics, Health Administration or related field preferred.
