General
The Director, Bus Fleet & Facilities Infrastructure oversees the delivery of major bus fleet and facilities infrastructure projects for SamTrans. The projects include design and construction of zero emission infrastructure (battery electric bus (BEB) charging infrastructure and hydrogen fuel cell electric bus (FCEB) infrastructure) for SamTrans's revenue and non-revenue fleet of nearly 400 vehicles, sea level rise and flood mitigation structures, bus administration, transportation, and maintenance buildings, and other structures at SamTrans' North Base and South Base Maintenance Facilities.

Essential Functions & Duties
Examples of Essential Functions:
  • Oversee performance of and provide technical and management guidance to project management personnel responsible for delivery of SamTrans infrastructure projects. Responsibilities of project management personnel include:
    1. Managing general engineering and architecture consultants that develop design documents, technical specifications, cost estimates, and schedules for construction projects.
    2. Directing construction management teams that manage construction contracts on SamTrans' behalf to ensure compliance with contract requirements.
    3. Managing coordination and communications with project stakeholders.
  • Oversee management of the scope, schedule, budget, and quality of infrastructure projects from initiation to closeout to ensure compliance with safety, budgetary, and schedule requirements.
  • Oversee management of the design, procurement, construction, testing, and systems integration phases of infrastructure projects.
  • Make presentations at SamTrans Board meetings and other public meetings about the infrastructure projects.
  • Provide support for federal and state grant applications for funding of SamTrans infrastructure projects.
  • Manage communication with internal and external stakeholders. Obtain input, collaborate, build consensus, and resolve issues if needed.
  • Manage administrative, consultant, and professional level staff. Hire, mentor, and take appropriate corrective and/or disciplinary action. Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.
Examples of Essential Duties:
  • Brief Executive Management and the Board on the status, progress, and requirements of SamTrans infrastructure projects.
  • Provide direction and guidance to agency and consultant staff responsible for managing infrastructure projects.
  • Provide direction and guidance to contract administration and project controls staff.
  • Evaluate and recommend project delivery methods for infrastructure projects.
  • Support development of contract solicitations.
  • Oversee Consultants and Construction Management Staff during construction.
  • Oversee handover of completed Project to systems integration and operations staff.
  • Investigate, evaluate, and resolve project issues.
  • Identify root cause of issues. Determine and present appropriate solutions.
  • Review cost estimates, monitor project schedules and budgets, and monitor work in progress.
  • Lead design and construction contract negotiations.
  • Evaluate job performance of staff which also includes the professional development of staff through the identification of on-the-job and other professional development opportunities.
  • Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.
  • Perform other duties as assigned.
Minimum Qualifications
Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:
  • Bachelor's degree in civil engineering, construction management, or related fields.
  • At least seven (7) years of full-time professional project management experience on Zero Emission, Electrical, Civil, Structural, or Transportation Engineering infrastructure projects.
  • At least seven (7) years of capital project experience.
  • At least three (3) years of full-time professional level management experience within the design and construction field (Public Agency Preferred).
Preferred Qualifications:
  • Possess a current California Professional Engineer's License.
  • Design and construction management experience in public agency capital projects.
  • Experience managing external contracts and contractors.
  • Possess effective written and verbal communication and presentation skills.
  • Possess a California driver's license with a safe driving record.
