Summary

This position has the responsibility for management within the Oncor Transmission Right of Way Department. Responsibilities include leading a team responsible for administering the CCN application process and transmission land and land rights acquisition, primarily related to greenfield projects.

Key Roles & Responsibilities

Other duties may be assigned. Directly or through others, the incumbent:

  • Reviewing proposed projects from Transmission in conjunction with Distribution plans when applicable, for the purpose of planning, directing, and assisting in the completion of PUCT and other governmental filings
  • Collaborating with engineering on TLine design options and modifications in preparation for routing studies
  • In collaboration with pertinent stakeholders, establish a training program for project managers and engineers to build skills and experience necessary for serving as expert witnesses in preparation for leading CCN projects and testifying before the PUCT and in Special Commissioner's Hearings
  • Develops, trains and maintains a professional staff that provides services of high quality
  • Develop and improve processes and procedures to ensure consistent, complete, accurate and timely CCN applications are presented to the PUCT and other governmental bodies.
  • Manages the property acquisition function to acquire land, easements, leases, and licenses that are essential to the completion of Company capital projects by their scheduled in-service dates
  • Serves as Attorney in Fact for Oncor with system wide responsibility for execution of legal instruments, including easements, encroachments, licenses, warranty deeds and other conveyance documents necessary for the successful construction, operation, and maintenance of Oncor facilities.
  • Interacts with all levels of Oncor and Oncor Management and interfaces with business and professional associations in helping Oncor to achieve key strategies and objectives.
  • Manages negotiations for acquisition of land and easement right of way including negotiation and mediation throughout eminent domain process.
  • Responsible for providing assistance and guidance to other areas of the Company in matters relating to right of way, land and land rights and other legal issues.
  • Directs the operation, maintenance and software upgrades for Oncor's imaging system for land records to ensure continuing development for records retention and media storage.
  • Assists with developing and refining processes and managing schedules and personnel resources, both internal and external, to ensure completion of the acquisition and certification/approval processes to meet required project timelines.
  • Assists with the process leading up to acquisition of transmission line rights of way and switching station and substation property by acquiring land, easements, leases, and licenses.
  • Manages the preparation of appraisals and market studies to determine the fair value of land or easement right of way to be purchased

Education, Experience, & Skills

  • Bachelor's Degree preferred along with 5 years related experience in Transmission line design
  • Strong knowledge of Oncor TLine design practices and standards
  • Prefer supervisory or management experience of personnel
  • Familiar with real estate law, including eminent domain continuing changes in landowner rights
  • Multi-functional, problem solving, organizational and decision making skills are essential
  • Familiarity with regulatory and environmental rules and regulations, including CCN process

Measures of Success

  • Ensures successful and timely completion of multiple complex project assignments while tracking budget and schedule adherence
  • Communicate, train, and mentor direct reports on topics related to the design, operation, and construction of Transmission facilities as it relates to CCN applications
  • Provides annual projections to appropriate ROW Manager to ensure budget accuracy
  • Proactive identification, communication and resolution of issues and potential concerns with direct manager and key stakeholders
  • Reviews CCN project management input for the Monthly Construction Progress Reports (MCPR) on CCN filings in compliance with PUCT rules
  • Adapt and analyze risk in changing conditions, appropriately prioritize work assignments, and consistently meet deadlines
  • Successfully manages the property acquisition function to acquire land and land rights within budget and on time.
