Join TxDOT's Alternative Delivery Division as a Transportation Engineer helping oversee the alternative delivery (design-build) program's projects in the design, construction, and maintenance phases.
This position is based out of TxDOT's Stassney Campus in Austin and performs advanced and complex transportation engineering work in one or more functional areas to include design, construction, materials, and/or maintenance for the Alternative Delivery Division's design-build program as part of the Implementation and Maintenance Section.

Position Description
Transportation Engineer III
Performs complex transportation engineering work in one or more functional areas such as design, construction management, and/or operations and maintenance management of design-build and comprehensive development agreement projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with District and Division personnel, governmental officials and private entities.
Transportation Engineer IV
Performs advanced and complex transportation engineering work in one or more functional areas such as design, construction management, and/or operations and maintenance management of design-build and comprehensive development agreement projects. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with District and Division personnel, governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties :
Transportation Engineer III:
  • Oversees and directs procedural improvements in all areas of the DB program, including administration procedures, project management and contracting methodologies.
  • Assists Districts with construction contract administration matters.
  • Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.
  • Develops and/or reviews engineering related documents, correspondence, reports and remediation plans for Alternative Delivery Projects.
  • Analyzes and assists in the resolution of contract problems and disputes.
  • Coordinates and/or monitors assigned projects/programs/plans.
  • Leads/Trains professional and administrative staff and makes presentations representing TxDOT.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Performs other job responsibilities as assigned.
    Transportation Engineer IV:
    Includes all responsibilities listed for Transportation Engineer III as well as:
  • Advises on routine through complex contract questions in daily support of District / Division / contract users.
  • Analyzes and assists in the resolution of contract problems and disputes.
  • Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.
  • Oversees and directs procedural improvements in all areas of the DB and CDA program, including administration procedures, project management and contracting methodologies.
  • Develops and supports implementation activities for new methods, procedures, and technologies for Alternative Delivery Projects.
  • Reviews change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
Minimum Qualifications:
Education : Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Work Experience:
Transportation Engineer III: 6 YEARS engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Transportation Engineer IV: 7 YEARS engineering, transportation engineering, or related engineering experience (Experience can be satisfied by fulltime or prorated part-Time equivalent)
Licenses and Certifications :
  • Mandatory: TX Lic Prof Engr
  • Mandatory: Safety Impact Certificate
*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees

Transportation Engineer IV
Includes all competencies listed for Transportation Engineer III as well as:
Expert skill in:
  • Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks
  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
Proficient skill in:
  • Coordinating and directing multiple projects
Physical Requirements and Working Conditions:
  • Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
  • Talking-expressing or exchanging ideas by spoken words
  • Hearing-perceive sound at normal speaking levels; receive information by oral communication
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
