This recruitment will be utilized to fill multiple vacancies within the Public Assistance section of the Emergency Management Division.

The Washington Military Department's Emergency Management Division is hiring within the Public Assistance and Fire Management Assistance Grant Programs to support disaster recovery efforts related to various incidents.

The Emergency Management Division (EMD) is part of the Washington Military Department. EMD leads and coordinates mitigation, preparedness, response, and recovery in Washington State to minimize the impact of disasters and emergencies on the people, property, environment, and economy.

As a professional coordinator you will assist in the administration and management of the Public Assistance (PA) or Fire Management Assistance Grant (FMAG) Program for federally declared disasters within the State of Washington. Delivery of the program will require you to:

  • Provide professional level grant management, program management, project management, financial management, and technical support to eligible sub-recipients.
  • Monitor project and grant revenues and expenditures of sub-recipient funds.
  • Coordinate the development and maintenance of accounting and auditing spreadsheets, databases, and information systems.
  • Coordinate and assemble assessment for debris removal, emergency measures, and public facility infrastructure damage.
  • Prepare and deliver PA or FMAG Program training seminars, technical workshops, and program outreach presentations.
  • Advise program applicants on program requirements and eligibility rules.
  • Monitor applicants' projects to ensure they comply with federal/state laws, special conditions, and timelines.
  • Review and assemble project development and financial documentation.
  • Participate in and assemble information on damages and costs following emergencies and hazardous incidents.
  • Serve in an operational capacity in the State Emergency Operations Center and/or Joint Field Office during emergencies and disasters.

REQUIRED QUALIFICATIONS

Two years of experience as an Emergency Management Program Specialist 1; OR A Bachelor's degree AND two years of professional level experience in emergency management, financial management (grants, contracting, claims management, budgeting), training/education, public information/affairs, program/project management, environmental analysis/planning, civil/structural engineering, legislative affairs, wildland firefighting, and/or urban planning. Additional qualifying experience will substitute, year for year, for the education requirement. A Master's degree or Ph.D. will substitute for one year of the experience requirement.

ADDITIONAL CONSIDERATIONS

Experience:

  • Customer service, to include experience working in a client-focused environment to solve programs, provide solutions, and communicate effectively.
  • Account management to include maintaining professional relationships, delivering exceptional customer service on a day-to-day basis, and providing a high-level of service delivery.
  • Grant/contract management to include experience in the development, negotiation, implementation, monitoring, and evaluation of grants/contracts for federal, state, local government, or private entities.
  • Project management and/or coordination experience with construction, infrastructure, or public works projects.
  • Public speaking to include teaching, training, and/or presenting to small or medium size groups to teach a skill or relay critical information.

We are seeking candidates with the following attributes:

  • Self-starter - Works independently with minimal supervision to ensure program and project tasks, objectives, and milestones are met on time.

We are also seeking candidates with the skills and abilities to:

  • Analyze and apply complex and technical material such as federal and state laws; federal Code of Federal Regulations; federal and state directives, regulations, policies, etc.
  • Effectively communicate using clear written and verbal communication skills.
  • Use Microsoft Office Suite (Word, Excel, Outlook, PowerPoint, Access, and SharePoint) to develop complex documents in support of program objectives.

Compensation: Wage/salary depends on qualifications or rules of promotion.

CONDITIONS OF EMPLOYMENT

Background Investigation: Must successfully complete the appropriate background checks required for employment. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.

Driver's License:

  • Valid to drive in the State of Washington.
  • Must meet requirements of the REAL ID Act. This is required for base access and will be required upon hire.

Military Facility: Willingness to work on a Military Controlled Access Installation. Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check.

Work Hours: A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.

Telework: This position may be eligible for some telework. The incumbent will work with their supervisor to identify an appropriate work schedule.

Emergency Assignment: Upon activation of the State Emergency Operations Center (SEOC) or Joint Field Office (JFO), incumbent may be required to work in an alternate location with rotating shifts, including weekends and evenings, in a highly stressful and fast-paced environment.

Travel: Occasional statewide travel may be required up to 10% to include overnight stays.
