General Summary
Under the general direction of the Senior Manager, and within established hospital and department policies and procedures, the Manager supervises department functions in area of assigned responsibility. Makes daily operational and staffing decisions consistent with the missions of the hospital and the department. Coordinates deployment of resources to meet functional requirements and hospital operational needs. Participates in the development and implementation of policies and procedures.
Responsible for the direct supervision of 1 Supervisor, 1 Lead Transporter, and 40 staff members. Manages and oversees the student program, and all new hire orientation to the department.
Principal Duties and Responsibilities
- Promotes and facilitates patient/client-focused service with an emphasis on patient comfort and attaining a high level of client satisfaction. Performs education for staff as needed.
- Directly supervises Central Transport Service personnel to ensure adequate productivity and accurate transportation and/or distribution of patients, mail, specimens, and patient-related equipment within the hospital and area hospitals.
- Responsible for the direct and indirect renting of specialty equipment (Specialty beds, recliners, etc.).
- Responsible for the daily supervision of 40 employees and up to 85 indirect Central Transport and equipment employees; performing patient transport and/or delivering patient care equipment.
- Assists Senior Manager with various human resources functions including, in part:
- Interviewing, evaluating & disciplining front line staff.
- Providing on-the-job training to subordinates.
- Interpreting, implementing and auditing compliance for policies, procedures & practices.
- Developing and maintaining daily work schedules, adjusting resource allocations as required.
- Orders major supplies for the department from numerous outside vendors, must track orders and purchases when Senior Manager is off or as needed.
- Develops and maintains effective relations with a wide range of hospital staff ensuring high quality and efficient service.
- Represents the Department in the absence of the Senior Manager at both meetings and with day-to-day management.
- Along with Senior Manager, attends daily hospital-wide Safety Huddle; representing Transport.
- Addresses patient and equipment/tools transport issues as they arise; problem-solves with transport staff and key stakeholders in other departments.
- Responsible for the administration of the department in absence of the Director and Senior Manager. Assists Senior Manager with the development, implementation and interpretation of policies and procedures.
- Performs administrative duties under minimal supervision at the highest proficiency level. Work is highly complex, non-repetitive and often project-oriented, direct workflow and lead others and mentor other staff.
- Assist with special projects as directed.
- Works closely with Central Transport Services Director and Senior Manager to coordinate all activities related to maintaining the smooth flow of assignments and equitable distribution of responsibilities for Central Transport Service personnel.
- Use computerized dispatch system to ensure that employees are properly using the system to enter their assignments for pickups and completion of assignments.
- Makes recommendations relating to resource allocation and systems management. Coordinates distribution/utilization of equipment related to patient transport in a cost-effective & productive manner.
- Develops & maintains effective working relationships with internal customers, staff of test-sites and other departments, including ESD and VPNE staff.
- Assists the department in determining and implementing new or alternate procedures: i.e., infection control procedures.
- Follow-up on incidents reports by gathering information, contacting people involved and determining corrective action to be taken with the approval of department Senior Manager.
- Fiscal management responsibilities include, in part: on-going accountability for cost as related to daily service, appropriate scheduling of projects to ensure best utilization of resources - both human and material, appropriate use of over-time budget and with the provision of data necessary to develop the operating and capital budgets. Responsibility for budget oversight for areas of operational responsibility.
- Assigns hours and areas of work to provide optimum services while ensuring maximum productivity. Establishes work parameters for areas of operational responsibility. Reviews daily resource requirements and productivity indices. Coordinates staffing, as required, in each area of responsibility. Prepares and submits computerized reports documenting productivity.
- Acts as a liaison between subordinate supervisors and the Human Resources Department. Counsels supervisors regarding appropriate employee relations, strategies and techniques.
- Directly coordinates cleaning activities with user departments to provide effective & efficient service delivery. Adjusts programs as necessary to enhance service delivery. Conducts and documents routine quality service inspections to monitor service delivery and determine opportunities for improvement. Oversees supervisory implementation of quality assurance inspection program to ensure compliance and effectiveness.
- Capable of performing all work duties of dispatchers, equipment techs and Transporters as needed.
- Performs other related duties as assigned or needed to support patient transport and equipment services.
Qualifications
High school diploma required; associate degree preferred. Additionally, 2 - 3 years of progressively more responsible related experience required.
Demonstrated good communication skills - both oral and written.
Demonstrated good customer service skills.
Skills and Abilities Required
Requires interpersonal skills sufficient to supervise subordinates, assign tasks and respond to customer requests in a sometimes-stressful environment.
Ability to work with basic menu-driven software (MS Outlook, Word, Excel, Access, bed system, EPIC, Bics, etc.).
Requires basic knowledge of regulatory codes and accreditation standards (DPH, JCAHO, EPA, OSHA, DEP, etc.) related to operational responsibilities.
Requires training and employee-relations skills.
Working Conditions
Requires ability to conduct multiple daily tours of area of responsibility (85% of shift); ability to manipulate up to 50 pounds; Flexibility to cover all shifts, as needed.
Supervisory Responsibility
Responsible for the direct supervision of up to 40 Central Transport and Equipment employees.
