Position Summary:
The WIOA Train & Earn Program Director offers an excellent opportunity for an experienced, organized and flexible professional to utilize their program development and management expertise in order to oversee and maintain program requirements for Train & Earn.
The Director of Train & Earn is responsible for the administration and management of Phipps Neighborhood’s Workforce Innovation and Opportunity Act (WIOA) funded and Department of Youth & Community Development (DYCD) operated contract focused on building automated systems. This role is expected to engage program stakeholders, other community-based organizations, corporate, education and employment partners, young people, and team members to work collectively to develop and actualize strategies that result in quality opportunities for participants. The WIOA Train & Earn Director will work in conjunction with the Managing Director of Workforce Sectoral Programs and Sectoral Workforce team to cultivate a pipeline for identifying eligible participants, enrollment, and hiring and recruitment opportunities for program participants. The Director has deep experience working with youth, specifically Out of School Out of Work (OSOW) population, including workforce program management and oversight.
Salary Range: $70,000 to $80,000 - salary is commensurate with education, training, and experience.
Goals & Objectives:
- To provide comprehensive management, oversight and successful execution of the Train & Earn contract.
- To effectively collaborate with Hostos Community College, Montefiore Medical Center and NY Presbyterian as identified Train & Earn partners/subcontractors.
- Ensure the creation of identified healthcare work experiences at job sites that are aligned with program requirements.
- To assist participants in identifying their career interests through exposure to different pathways within the allied healthcare (Patient Care Technician) landscape.
- Collection of all required documentation and data capture for all areas of Train & Earn requirements, including but not limited to income eligibility requirements.
- To support participants to acquire good work habits and develop employment-related skills.
- Support the identification and creation of long-term employment and self-sufficiency of participants.
Duties & Responsibilities:
- Supervise and manage the growth of a new department and team consisting of a Retention Coordinator, an Outcomes Collection Specialist, two Facilitators and work in partnership with a Director of Mental Health, Director of Employer Engagement and an Outreach Manager.
- Complete all program and contract required steps for recruitment, assessment, enrollment, retention, service plan development and implementation, tracking and reporting participants in the program.
- Collect and submit all program and contract-required data.
- Refer participants appropriately to internal/external resources.
- Create and support the delivery of curriculum for career readiness workshops.
- Attend meetings, workshops, and conferences as required.
- Complete reporting requirements including, but not limited to, funder requests, progress notes, client tracking, and pre-and post-tests.
- Support quality assurance and audit submissions as requested by DYCD and other stakeholders.
- Additional duties/projects as assigned by the supervisor.
Qualifications:
- Bachelor's degree required, Master's degree preferred.
- Must have at least five (5) years' experience working with youth development and youth employment programs with contractual milestone requirements.
- Three (3) years of experience supervising multiple staff preferred.
- Ability to build and maintain strong professional relationships, including managing multiple partners (public and private) and stakeholders (including funders).
- Ability to collect, capture and externally report data information in a timely fashion.
- Serve as an integral member of Phipps Neighborhood’s Sectoral Training leadership team, including bringing an organizational development and growth mindset to support the continued development of Phipps Neighborhood’s organizational culture, structure, and programs.
- Advanced project management, written and verbal communication, public speaking, and problem-solving skills.
- Advanced competency in using data to inform strategic direction, including evaluating the data and feedback from partners to determine the most effective strategies and prioritization of service delivery.
- Fluency in human-centered design principles and practices preferred.
- Strong computer skills, including experience with Microsoft Office, Google Suite, and web-hosted databases (i.e. Salesforce, DYCD Connect).
- Creativity, professionalism, and ability to adapt to varying work environments and learning styles.
- Ability to work evenings and weekends as needed.
