POSITION TITLE: Substitute Non-CDL Driver
REPORTS TO: Transportation Director and/or Assistant Transportation Director
Non-CDL drivers are to operate all types of district motor pool vehicles safely under all types of weather conditions, including but not limited to: fog, rain, hail, sleet, snow, and ice. Transports students and other authorized persons on regular and special program "to and from school" routes and on limited occasions, field, extracurricular, and other extra activity trips as authorized by the school district officials.
SPECIFIC DUTIES AND RESPONSIBILITIES:
This position could include but not limited to the following duties:
  1. Install, service, or replace district vehicle equipment, and accessories; including but not limited to: fire extinguishers, highway warning kits, first aid and mess kits, snow chains, etc.
  2. Perform required operational and safety inspections of the district vehicle and all related equipment.
  3. Clean and service the district vehicle to include interior cleaning and exterior vehicle washing; installation of fuel, oil, and coolant, etc. as per district procedure
  4. Operate all hand and foot controls installed in a district vehicle as required by OSPI Specification.
  5. Perform basic first aid as appropriate, which may include CPR, if credentials are current.
  6. Work effectively with a group of students driven together, of different grade levels, abilities, and/or program placement.
  7. Legible and accurate completion of forms, records, time sheets, trip tickets, route studies, behavior reports, work requisitions, accident reports, daily and monthly log reports and other clerical-type as may be required.
  8. Maintain regular and punctual attendance and adhere to assigned work hours and schedules.
  9. Dress appropriately and wear proper foot protection (WAC 296-24-088) for the job.
  10. Accept and respond positively to direction, instruction, and requests from supervisor or designee.
  11. Establish and maintain effective and cooperative communication with students, parents, school staff, peers, administrators and supervisors.
  12. Supervise students during assigned times of responsibility and maintain control of passengers as related to safety.
  13. Participate regularly in all staff meetings, in-service programs, workshops and seminars. (WAC 392-144)
  14. Comply with all of WAC 392-145.
  15. Perform other duties as required.
ESSENTIAL FUNCTIONS: (to include but not limited to)
  1. Operate a district vehicle in accordance with laws of the State of Washington and policies promulgated by OPSI.
  2. Service, inspect, and clean district vehicle and related equipment as required by state and district policy and procedure.
  3. Maintain control of student passengers as related to safety.
  4. Report unsafe acts or conditions that require the attention of any person other than the driver.
  5. Complete all forms, records, and reports as required by state or local school district policy and procedure.
  6. Successfully complete Type II driver training programs and courses established by OSPI or the school district.
  7. Relate effectively with parents, staff, and public in a multicultural and multiracial community.
  8. Perform other district vehicle driver-related duties as assigned by local school district policies/procedures.
  9. Sufficient command of English language to communicate with students, parents, district staff members, and other concerned people regarding all aspects of their job- related activities.
  10. Assist ill or physically impaired student to enter or exit the district vehicle through the passenger door.
  11. Provide assistance to students in evacuating the vehicle in any accident or other emergency situations.
  12. Install tire chains and perform all pre-trip inspections required by district practice.

WORKING CONDITIONS/PHYSICAL REQUIREMENTS:
Type II, Non-CDL Drivers are exposed to outside climatic conditions during winter and summer months. Workers would be exposed to some chemicals and cleaning solvents. Noise level is considered average to above average when working in areas where children are present; average or above average for power tools and other maintenance equipment. The above conditions are not to a degree or length of time to cause marked discomfort or possible bodily injury to the worker. Operate district vehicle under a variety of road conditions.
Requires sufficient strength and ability to assist students with physical disabilities in embarking and disembarking a vehicle; including moving and positions any special needs equipment.
MINIMUM QUALIFICATIONS:
  • High school graduate or equivalent
  • Washington State driver's license;
  • First aid qualified American Red Cross or equivalent CPR, if required
  • Successfully meet all requirements in Chapter 392-144 (drug, disclosure, fingerprinting)
  • Excellent driving record (as verified by a complete driver abstract from DOL)
  • Physically able to drive and perform all duties related to district vehicle driving.
  • Bilingual skills preferred
