L&l's Division of Occupational Safety and Health (DOSH) by developing and enforcing rules that protect workers from hazardous job conditions, helping employers and other interested parties to protect the safety and health of Washington's workforce. Our inspectors visit about 5,000 workplaces each year and cite businesses that violate health and safety rules.
On April 27, 2019, tragedy struck the South Lake Union neighborhood. A tower crane being disassembled on Mercer Street near Fairview Avenue experienced a catastrophic collapse, claiming the lives of four individuals. and aim to prevent such tragic incidents from happening again.
This position, DOSH Tower Crane Program Specialist 5 (PS5) ,was created as a result of Second Substitute House Bill 2022 passed by the Washington State House on March 5th, 2024 and the Senate on February 23rd, 2024. State law requires L&I to establish, by rule, a tower crane certification program and qualified tower crane operator requirements. The individual in this position will be responsible for ensuring all tower crane permit applications received are processed and managed per regulations, policies and procedures related to tower cranes used in the construction industry.
In this position you will manage, direct, and oversee the DOSH Compliance Tower Crane Permit and Construction and Maritime Crane Certification Programs. You will also coordinate safety conferences, facilitate suspension and denial of permits, and ensure written notices are issued and delivered timely. This means you will supervise two Program Specialist 3's working in the tower crane program, and one Program Specialist 2 working in the maritime and construction crane program.
All of this work is crucial to the safety and health of the workers of the State of Washington, and directly supports the Department's mission, "Keep Washington Safe and Working".
For this position, telework is permitted full time with the requirement to report to the office one day a week. The assigned duty station for this position may be in any of our service locations within King Co.* (Bellevue/Tukwila/Seattle), Pierce Co. (Tacoma), Snohomish Co. (Everett), or our Tumwater, WA location.
* Employees assigned to a permanent duty station in King County will receive an additional 5% Premium Pay calculated from their base salary.

Duties
Some of what you'll do:
- Manage, direct, oversee, and administer the DOSH Compliance Tower Crane Permit Program.
- Exercise independent judgement and is the delegated decision-making authority in all aspects related to the effective management and administration of this component.
- Ensure staff provide highly specialized technical advice and guidance to employers, workers, the public, and other stakeholders in all aspects of the tower crane program.
- Provide and coordinate program activities affecting this essential service with DOSH and across program boundaries within L&I, but also with other State, federal and local governmental agencies statewide.
- Act as a liaison with Federal OSHA regarding the tower crane permitting program.
- Act as an administrative liaison on all cooperative projects and programs with cities, counties, port districts, school districts and private groups.
- Prepare and maintain administrative and business reports, records, and summaries around the tower crane permitting program for the Statewide Compliance Manager, DOSH Assistant Director for DOSH, and for the Director of L&I.
- Provide technical assistance, identify areas for improvement, and make informed recommendations for new management tools and computer system improvements, to enhance internal and external communications as well as improving outreach related to the tower crane permitting system.
- Review emerging safety trends and issues related to tower cranes.
- Plan, organize, coordinate, and facilitate regular meetings with the Statewide Compliance Manager, Deputy Statewide Compliance Manager, Tower Crane Program Supervisor and others as needed to keep all informed as the program transitions from developmental to implementation and operational stages.
- Manage, direct, and oversee the construction and maritime tower crane certification programs.
- Ensure staff are efficient in entering information into the Crane Database and mailing out crane certifications to crane owners and lessees.
- Confirm weekly and monthly reports from the Crane Database outlining the status of the program is compiled and provided to crane supervisors and compliance manager.
- Ensure crane safety supervisors and compliance manager are advised of past due crane certifications, and that renewal notices are sent to accredited crane certifiers.
- Oversee Program Specialists by managing hiring activities, conducting performance reviews, developing training plans as required, supporting staff success, and monitoring workload distribution
