The Department of Consumer and Business Services (DCBS) is a progressive business regulatory state agency dedicated to the mission of protecting and serving Oregon's consumers and workers while supporting a positive business climate. The department administers state laws and rules governing workers' compensation, occupational safety and health, financial institutions, insurance companies and building codes. The department has consumer protection and education programs, offices, and ombuds to help consumers, injured workers, and businesses.
This position is with the Information Technology and Research (IT&R) Section of the Central Services Division. IT&R provides a broad range of specialized technical services in the areas of information systems, data analysis/dissemination, and computer/telecommunication services for a large, diverse agency. The staff support the collection, processing, analysis, and dissemination of statewide and regional data about workers' compensation, accident prevention, insurance, financial institutions, corporate securities, building codes, and senior health insurance benefits. The section supports a number of critical systems to meet the regulatory requirements for each program and interact with other state and federal agencies.

This position is eligible for hybrid remote work on a part-time basis once the incumbent has gained the proficiency to perform work independently. However, regular, scheduled office hours are also required.
Here’s what you will do:
As the Solution Development and Delivery Manager, you will be part of the IT&R management team responsible for overall IT strategy, policy, procedures, customer support and project planning. Duties include:
- Guiding, managing and developing approaches for the overall IT solution strategy, policy, procedures, customer support and project planning
- Developing new business IT solutions, including procured and custom applications, existing service enhancement and major changes to the data systems for all DCBS business areas
- Overseeing the day-to-day progress of solution development staff projects and support of business systems, ensuring that DCBS and its business partners are satisfied with IT&R services
- Conducting research and analysis and identifying and understanding current trends in legislation, DCBS and statewide business models, processes and capabilities and trends in computer technologies to ensure IT&R solutions are in alignment with regulatory, business and IT best practices
- Evaluating the quality of services being provided through constant review of performance measures and through the review of customer surveys to ensure high-value solutions are meeting DCBS and statewide programs and service needs

Here’s what you need to qualify:
Minimum Qualifications:
- Six years of supervision, management, or progressively related experience
OR
- Three years of related experience and a bachelor's degree in a related field
Requested Skills:
- Excellent written and oral communication skills including the ability to translate complex technical concepts into common terms
- Knowledge of software development, application software, and database software
- Knowledge of hardware, software, and networking in a production setting
- Knowledge of general technology architecture principles
- Knowledge of project management principles or experience in project management
- Knowledge of various technology platforms used in application development
- Knowledge of hardware, software and networking
- Experience in managing and developing technical staff specifically related to application software solution development, implementation, and support
- Knowledge of information technology policies, practices, and processes, specifically as it relates to application development and security
